The method statement is the practical instruction manual for building near retained trees, and the tree protection plan is the drawing that goes with it. Between them they are usually what discharges the arboricultural condition on your permission.

The method statement is the written sequence: where the fencing goes and when, how services cross root protection areas, what foundation and surfacing methods are used near retained trees, where materials and vehicles may and may not go, and what site supervision is required at each stage.
Together they are what a site manager actually works from, and what a tree officer checks against when they visit.
These are often not needed at application stage. Many authorities condition them instead, to be submitted and approved before development commences.
That matters, because it means you may not need to commission them until after you have permission. If your validation checklist does not ask for them, we will tell you so rather than sell them to you early.

Your contractor. The plan specifies the specification and positions; the method statement says when it goes up and when it may come down. We can arrange a supervising visit to sign it off if the condition requires one.
